Head of Instrument, Control & Electrical (Subject Matter Expert)
This position within BP Pakistan is very senior and is called internally an SPU Technical Authority (TA) who are knowledgeable experts (enablers) who supply specialist advice in their technical practice area to Major Projects and Operations. They manage and advance technical integrity to assets within the SPU through the safe and consistent application of laws/regulations, BP Group Engineering Technical Practices, industry codes and standards.
1. Expert judgment
o SPU primary contact for their Discipline, both internal and external to the SPU, including Exploration and Production Technology (EPT) and local regulatory bodies.
o Advise the EA and SPU staff on issues relating to technical integrity and recommend technical solutions.
o Link with the relevant Segment Engineering Technical Authorities (SETAs) to understand Engineering Technical Practice (ETP)/risk-related issues and network on potential exceptions to STPs.
o Employ risk management on technically significant issues. Evaluate risk associated with each decision or recommendation.
o Risk assessment and recommendation of action in relation to requests to defer inspection and maintenance activities for high risk systems, e.g. SCE.
2. Practice
o Serve as a principal resource to the SPU EA for the development, maintenance and continuous improvement of SPU Site Technical Practices (STPs) and ETPs.
o Advise on the use of appropriate standards, practices and design guidelines. Advise and assist in keeping the ETPs and SPU STPs current and in compliance with best practice and applicable regulatory requirements. This shall be done in accordance with the Site Technical Practice Control Procedures.
o Specify selection of relevant Group Engineering Technical Practices, industry standards and design guides. The TAs shall advise and assist the SPU in the development and implementation of the SPU STPs, in alignment with the relevant ETPs.
3. Verification
o Delivery of Discipline specific assurance plans and verify that all Discipline work is conducted in accordance with the SPU approved STPs.
o Advise and set maintenance and inspection frequencies and techniques within their engineering specialty. Approval of SCE deferrals.
o Involvement/consultation in MoC. Endorsement of MoCs.
o Carry out healthchecks, coaching, reviews etc.
o Verify that site work activities are conducted in accordance with approved procedures.
4. Competence
o Owners of SPU Discipline capability – Competence, Practice and Assurance
o Primary link to Segment TA and Network Leadership Teams (NLTs).
o Membership of Segment Engineering Networks/Communities of Practice (CoP), maintaining a strong awareness of technical learnings, advances within their area of specialty etc.
o Lead SPU Local Communities of Practice (Local CoPs).
o Serve as a technical and coaching ‘focal point’ for Discipline Engineers within the SPU.
o Health and competence of Discipline including succession planning and coaching.
5. Learning and Continuous Improvement
o Champions the capture and dissemination of Engineering lessons learned within the Segment.
o Ensures that the SPU accesses and uses relevant engineering lessons learned from the Segment.
Qualifications:
- Minimum 10 years experience within oil or gas industry
- Professional experience of 15 years + Chartered Engineer or equivalent (member of professional society)
- Understanding about electrical power systems, design and operations of electrical systems
- Solid concepts of instrumentation & control systems
- Knowledge and application of key Industry Standards on Electrical and Control Systems
